Planting Grass Seed: Concerns and Methods

I just moved to a house(it's a rental). I want to plant grass seeds in the spring but the yard is covered in leaves about 5 years worth!! Is it possible to use a rototiller to till the soil while mixing the leaves into the soil. Also, The soil where I live is very rocky and the yard is very shady. Can anyone help me. I really want a lawn but I don't want to spend a lot of $$ money because I don't own the house (i'm only renting)
